603 Certificate
A Section 603 Certificate is applied for by the purchaser/solicitor when purchasing a property and provides information relating to the property such as:
- Property number and address
- Current owners name
- Legal description of the property
- Rates and charges levied for the current year
- Outstanding rates and charges
- Water usage account outstanding
- The cost of a Section 603 Certificate is $60.00 payable on application.

Building Certificate Application
Building Inspection to ascertain compliance with the Building Code of Australia.
A Survey Report, with all existing buildings sighted, is required as an attachment to the application.

Combined DACC (Development Application/Construction Certificate) Application
Required for development and construction work under the requirements of the Building Code of Australia.
- Three sets of detailed site plan, construction plans and specifications are required with the application but in the case of Mine Subsidence area four sets of each are required.
- A Geotechnical Report of the site by a Consulting Engineer is required with the application for all On-Site Sewage Management Systems to be installed.
- It is best to discuss your needs with an Environmental Planner and Building Surveyor before submitting the application.
- Section 94 charges for rural roads and bushfire facilities may be applicable to the development please discuss with your Environmental Planner.
- The fees are based on the estimated Contract Value of the building work including GST.

Request for financial assistance
In order to apply for financial assistance from Council the following information must be provided to allow your application to be processed. Individual sporting persons or sporting groups must make application through their local governing body. Financial Assistance is only available to individuals or community groups residing within Council's local government area.
- Organisation and purpose
- Funds required (cash or in kind)
- Projects to be undertaken, detailing community benefits
- Budget documents (projected expenditure and income for the current period)
- Financial position (copy of last audited financial result)
- Other relevant information in support of your application

Plumber/Drainer Sewer Connection Application
Required for any work associated with connection to or alteration to any sewer drainage on a property. All work is to be carried out by a licensed plumber.to the satisfaction of Council's Building Surveyor and all drainage work must be tested before covering in.

On site Sewerage Application
Required connection or alteration of all On Site Sewage Waste Systems on properties.
- A Geotechnical Report of the site by a Consulting Engineer is required with the application for all On-Site Sewage Management Systems to be installed (if not previously submitted with the development application or construction certificate).
- Three copies of detailed Site Plan ,Plans and Specifications (Manufacturers details of Septic Tank are required with the application).
- On completion of the installation the On Site Sewage Management System should be registered with Council to obtain the continuous operation of the system in an environmentally friendly and healthy manner.

Rainwater Tank & Domestic Appliances Rebate Program
One of Lithgow’s most important water catchment areas is just above your head! During heavy rain storms, hundreds of litres of water can drain off an average roof. By installing a rainwater tank, you can capture and store this precious resource to help ease the strain on our town water, and also save money on your water accounts.
Council is introducing a rainwater tank rebate scheme to help you do this. Council is offering rebates as follows:
Option 1 Minimum 5000 litre tank – connected to Garden Tap only - $200
Option 2 Minimum 5000 litre tank – connected to Garden Tap & Toilet and Washing Machine - $800
Additionally
For water efficient Household appliances such as Dishwasher or Washing machine that have a four star WELS rating or AAAAA rating a rebate of $150/appliance/Household.
This is one of the many ways Lithgow City Council is working with the community to create sensible solutions for people and the environment to ensure that clean, fresh drinking water doesn’t become a luxury item.
