Contribution Plan

Implementation

Council has implemented two Contributions Plans under Section 94 of the Environmental Planning and Assessment Act. The Rural Roads Contributions Plan applies to development that gains access to certain Council roads in rural areas.

Aims of Rural Roads Plan

The Plan aims to ensure that developments in rural areas pay a reasonable contribution towards any required upgrading and maintenance of rural roads from which they gain access and to ensure that other ratepayers in the City area are not burdened financially by developments in other areas of the City. The contributions are as follows:

Rural Residential Subdivision $4,080 per new allotment
Rural Dwellings $4,080 per dwelling (not previously levied at subdivision stage)
Dual Occupancy $4,080 per dwelling
Bed & Breakfast $500 per suite
Other Tourist Accommodation $500 per suite, cabin or equivalent
Mines, Extractive Industries 5 cents per tonne per kilometre of material and other industries transported on Council roads


Rural Fires Plan

Council’s Rural Fire Service Contributions Plan applies to certain developments in rural areas serviced by the Rural Fire Service.
It aims to ensure that developments in rural areas pay a reasonable contribution towards the provision of Rural Fire Services and to ensure that other ratepayers in the City area are not burdened financially by developments in other areas of the City. The contributions are as follows:

Rural Residential Subdivision $269 per new allotment
Rural Dwellings $269 per dwelling (not previously levied at subdivision stage)
Dual Occupancy $269 per dwelling
Bed & Breakfast $100 per suite
Other Tourist Accommodation $100 per suite, cabin, or equivalent
Other Industries based on development costs
Mines, Extractive Industries $0-$250 000 $200
$250,000-$500,000 $400
$500,001-$999,999 $600
$1,000,000 and over $600 + $200 for each additional $1,000,000 of development

Should contribution exceed $5,000, applicant may negotiate a reasonable contribution with Council.
